kettle on a stove – if it’s gas, better – microwave heats the mug and doesn’t heat the water well enough to make it hot for good tea brewing.
The most energy efficient would be the microwave. Not only that, electricity is renewable and natural gas is not.
I heat mine in the microwave, it takes 2 minutes for a cup of cold water, whereas the stove takes about 5 or so minutes and if I watch it, it never boils.
Kettle on a gas stove. Liquid becomes unstable if heated too hot, which commonly happens in the microwave. You may get it hotter a minute faster in the microwave, but you could end up burning yourself when you take your glass out of the microwave.

microwaving water is dangerous. if you stick a spoon in it scalding water could explode in your face. i say kettle.

Even the right answers don’t have the right reason…
Kettle on gas stove. You avoid the conversion from fuel to electricity at the powerplant, and the loss in conversion from electricity to microwaves (around 50%). But this only applies if you don’t heat a lot more water than you’re about to use.
