We are purchasing a 1940s home with an original kitchen (eg need appliances, cabinets, counters, etc).
We can’t afford to put much into the kitchen and are looking for recommendations on where to start, and how to keep costs down.

The best way to keep costs down is to do most of the labor yourself. Things you cant do can be done by a handyman or contractor. Cabinets can be ready made instead of custom, appliances can be from Sears, Penny’s or the like instead of a kitchen showroom, but keep in mind the kitchen is the most exoensive room in your house to remodel.
Home Depot and Lowes have ready-made unfinished cabinets at good prices. Also check them out for a sale on appliances. Sometimes they’re selling floor models with maybe a scratch for way less than original cost. If you want to save money you have to do the work yourself and look around for deals.
