here in tennessee the answer is no.

I think in many places it must be hooked up and have a leak test performed.
My common sense tells me YES for several inportant reason. First it has to be checked that it was done properly so there are no explosions or leaks which could cause death from propane gas, or a fire which could burn your place down.
